Objectives
The objective of the workshop is to promote the IAEA Safety Standards on Management Systems (GS-R-3, GS-G-3.1 and GS-G-3.5) and to provide examples, case studies, practical approaches and training relating to the successful implementation of Management Systems in nuclear facilities and activities.
The workshop will consist of morning sessions in which regulatory authorities, engineering and manufacturing companies, and owners or operators of nuclear facilities and activities will present and lead discussions on case studies or examples of implementation of different aspects of management systems at their organizations.
The morning plenary presentations, case studies, and discussions will focus on a number of key aspects of implementing management systems such as:• Integration of management system requirements
• Promotion and support of a strong safety culture
• Process management
• Managing organizational change
• Self-assessment of management systems
• Independent assessment of management systems
The plenary presentations, case studies and discussions will be followed by afternoon training sessions consisting of lectures or instruction on how to tackle certain aspects of management system implementation, such as:
• How to implement a performance indicator system
• How to manage change or how to handle organizational change
• How to define and implement processes in your organization or company
• How to assist suppliers in understanding and/or meeting client requirements
• How to manage information and knowledge as resources
• How to develop and foster a strong safety culture
• How to handle internal and external communications with interested parties (i.e. stakeholders)
The focus of the workshop will be on the exchange of practical ideas and strategies, not on theoretical or abstract concepts, or on restating the content of IAEA standards. The sessions will also focus on the identification of common difficulties, possible solutions and good practices with regard to establishing, implementing, and assessing and continually improving management systems. Special attention will be paid to the challenge of making the transition from traditional QA-based systems to integrated ones based on the latest IAEA requirements and Guidance.
Participants
The participants should be senior managers and professionals with responsibility for establishing or implementing, assessing, and continually improving management systems. The workshop will be of particular interest to those involved in any projects transforming QA/QM systems into management systems based on the approach described in the IAEA Safety Standards. The participants should come from nuclear power plants, nuclear power companies, regulatory bodies, research institutes, research reactor operating organizations, radwaste companies, fuel cycle facilities, and from other organizations dealing with radioactive sources. Participation of supplier organizations (manufacturers, designers, engineering companies, etc) is also desirable. The participants should have experience in the establishment and continual improvement of Management Systems and Safety/Organizational Culture.
This is the tenth in a series of workshops that the IAEA and FORATOM have organized jointly to raise awareness, increase understanding and promote the practical application of IAEA standards on Management Systems. IAEA GS-R- 3 focuses on establishing, implementing, assessing and continually improving a management system that integrates safety, health, environmental, security, quality and economic elements to ensure that safety is properly taken into account in all the activities of an organization.
